Property Valuation in Tamil Nadu: The Document-to-Site Verification Workflow

Why Verification Comes Before Valuation
A valuation report is only as defensible as the evidence behind it. For a bank appraising collateral, an NCLT resolution professional, or a taxpayer supporting a capital gains computation, the report has to withstand scrutiny long after the site visit is over. That means the survey number on the title deed has to match the FMB sketch, the physical extent on the ground has to match both, and the value itself has to be anchored to guideline value and registered transactions, not just an opinion of worth. Building this chain of evidence, document to government record to physical measurement to comparable transaction, is what the workflow below sets out.
The Verification Workflow, Step by Step

1. Property identification & document review
The title and property documents are reviewed to establish the survey number and sub-division number, schedule details, land extent, boundaries, and the street or location and access details recorded on paper.

2. Land record verification: Patta & FMB
Patta is verified through the Tamil Nadu e-Services portal (eservices.tn.gov.in), which also carries Chitta, Adangal and FMB (Field Measurement Book) records across all districts. The FMB sketch confirms the survey number and extent, the configuration of the property, and the adjoining and nearby survey numbers.

3. Physical site inspection & measurements
Physical measurements are taken of the land, dimensions, boundaries, access and configuration, and of the building, built-up area, floor-wise areas and major structures. These are compared against the documents, schedule, FMB and, where available, the approved building plan. For large parcels, GPS coordinates supplement the measurements. Photographs, measurement sheets and sketches are retained as supporting annexures to the report.

4. Encumbrance Certificate & transaction verification
The Encumbrance Certificate for the subject survey number is obtained and registered transactions relating to it are reviewed as documentary evidence of actual sales and transfers, rather than relying on asking prices alone.

5. Guideline Value verification
The Guideline Value for the relevant survey number, street or location is checked and downloaded from TNREGINET (tnreginet.gov.in), the Tamil Nadu Registration Department's portal, for the year applicable to the valuation date. For historical valuations, the Guideline Value for that specific year is obtained; where it is unavailable, the closest available year, generally the subsequent one, is used with the gap explained in the report.

6. Comparable properties & market enquiry
FMB sketches, land records and location maps are used to identify comparable survey numbers, and EC and transaction details are pulled for the subject property, nearby comparable survey numbers, and the same and nearby streets. This registered-transaction evidence is supplemented, never replaced, by online listings, broker enquiries and direct market enquiries, including reverse-deriving an indicative land value from new apartment or project sales in the locality after allowing for construction cost, development potential and developer margin.

7. Land use & zoning verification
For properties within the Chennai Metropolitan Area, the applicable land use and development potential is confirmed against the CMDA master plan maps (cmdachennai.gov.in), and factored into the choice of comparables and the value conclusion.

8. Building plan verification & building valuation
Where records exist, the approved building plan and, where applicable, RERA project details are checked against the documented and actual physical built-up area, with material variations noted in the report. The construction or replacement cost is then built up from the type and quality of construction, age, condition and amenities, using the applicable Tamil Nadu PWD Schedule of Rates (pwd.tn.gov.in) for the relevant valuation year, with appropriate adjustments for age, depreciation, physical condition and remaining useful life.

9. Historical valuations, including capital gains
For a valuation as of a historical date, such as 1 April 2001, the same chain is applied to records from that period: the Guideline Value for that year, and actual registered sale transactions from the same year, the preceding year and the following year, on the same street, nearby streets and comparable survey numbers, weighted toward whichever is closest to the valuation date. The goal is to establish the Guideline Value and the actual market transaction level prevailing as close as possible to the valuation date.
