DGFT Chartered Engineer Certificate Formats: Appendix 4K, 4L & 5A
The three Chartered Engineer appendices
Formats are published by DGFT on its official Appendices page, under Regulatory Updates / Foreign Trade Policy, Procedures Documents.
| Appendix | Subject | Format |
|---|---|---|
| Appendix 4K | Format of Chartered Engineer Certificate for fixation of SION / adhoc norms under para 4.07A of HBP / Self Ratification Scheme | Download PDF |
| Appendix 4L | Format of Chartered Engineer (Chemical) Certificate, for pharmaceutical product manufactured through non-infringing process | Download PDF |
| Appendix 5A | Format of Chartered Engineer Certificate for Nexus under EPCG Scheme | Download PDF |
SION & adhoc norms fixation
Appendix 4K is used when an exporter needs Standard Input Output Norms (SION) fixed, or adhoc norms ratified under para 4.07A of the Handbook of Procedures / Self Ratification Scheme, for a product with no existing SION entry or one that doesn't match actual consumption. The Chartered Engineer certifies the raw material consumption ratio against finished export output. This is the same certification covered under Axium's Fixation of Input-Output Norms (SION) service.
EPCG Nexus certificate
Appendix 5A is required when applying for an EPCG authorisation, certifying the "nexus", the technical link, between the capital goods being imported and the export product or service named in the application. See Axium's Nexus Certificate (EPCG) service for how this fits alongside Installation Certificates and EPCG compliance more broadly.
Chemical Chartered Engineer certificate (pharma)
Appendix 4L is a narrower format, required only where a pharmaceutical product is manufactured through a non-infringing process and needs certification by a Chartered Engineer with chemical engineering qualification. This is outside Axium's scope; Axium's Chartered Engineer services cover Appendix 4K and 5A.
Who these certificates are for
- Exporters seeking SION fixation or adhoc norm ratification (Appendix 4K)
- Manufacturers applying for an EPCG authorisation (Appendix 5A)
- Pharmaceutical manufacturers using a non-infringing process (Appendix 4L)
